Public-Private Partnership
Municipal Fiber Network
Mid-sized US Municipality
Context
A mid-sized municipality sought to bridge the digital divide by deploying a city-wide fiber network, but lacked the internal expertise to structure the project and attract private capital.
Challenge
The city needed to design an investment structure that balanced public benefit with investor returns, navigate complex regulatory requirements, and establish a governance framework acceptable to both public officials and private partners.
Approach
We led a comprehensive structuring engagement including financial modeling, stakeholder alignment sessions, and the design of a special purpose vehicle with clear governance and capital deployment mechanisms.
Outcome
The project attracted $45M in private investment alongside public funding. Construction is now 75% complete, with the network on track to serve 35,000 residents with gigabit internet access.
